The first concrete steps toward a circular transition in Montenegro, a process requiring systemic change and continuity, were taken through the development of the Roadmap towards a circular economy in Montenegro. This document was prepared by the Chamber of Economy of Montenegro and UNDP, with expert assistance from Circular Change and Deloitte Bosnia and Herzegovina. The Roadmap identifies priority areas and key drivers for the circular transition, providing strategic guidance for transitioning to a circular economy based on systemic thinking. Furthermore, it highlights the main drivers, horizontal and priority areas, as well as opportunities for circular transformation, ultimately providing recommendations for further action.
Based on the recommendations outlined in the Roadmap, the Ministry of Economic Development and Tourism of Montenegro adopted in 2022 National Circular Transition Strategy for Circular Transition until 2030 with an Action Plan for 2023-2024. This strategy establishes a national framework for the implementation of the circular economy in Montenegro, aligning with international commitments defined in the UN Sustainable Development Agenda for 2030, the EU Green Deal, obligations within Montenegro's negotiation process with the European Union and various commitments specified in sectoral strategies. In this regard, the Strategy defines a clear vision, strategic and operational objectives, associated target values, and priorities. It identifies resources and provides a framework for overcoming fragmentation in sectoral initiatives.
